Nancy Chen-Ouellet is a structural engineer with over 25 years of diverse experience in both the public and private sectors. A graduate in civil engineering from Laval University, she has recognized expertise in project management, contract management, claims analysis, and dispute resolution in the construction industry.
Before joining the Revay team, Nancy held project leadership roles in engineering consulting firms. She supervised multidisciplinary teams and managed large-scale projects, overseeing everything from strategic planning to execution, including risk management, integrated design charrettes (IDC), and value analysis. She led committees responsible for quality control and coordinated technical teams on institutional projects, including the construction and renovation of university pavilions, CEGEPs, schools, hospitals, and retirement homes. She supported the management of complex real estate and infrastructure projects by ensuring rigorous tracking of schedules and budgets, as well as coordinating stakeholders. Her expertise in project management and the use of digital tools related to the BIM process enables her to quickly understand the challenges of a wide range of project types and provide efficient follow-up.
Nancy also has professional experience in the public sector. Her time at the Quebec Ministry of Transportation allowed her to further develop her expertise in contractual claims analysis. As a study manager, she oversaw numerous complex claims and was responsible for formulating settlement proposals to the ministry authorities, providing support to legal affairs in litigated cases, and facilitating collaboration with contractors and stakeholders to resolve disputes effectively and fairly.
Nancy also worked within the General Directorate of Structures at the Ministry of Transportation, participating in expanded committees for the management of road network structures in Quebec. She contributed to the development of the master plan for managing large-scale bridges in Quebec, as well as the creation of tools for analyzing the overall costs associated with the structural interventions on the ministry’s road network. She was also a member of the technology monitoring committee in the field of structural engineering.
