Stephen Forward is a professional civil engineer licensed in Newfoundland and Labrador. In addition to being certified as a Project Management Professional (PMP), he has over thirteen years of project management, design and construction experience in hydroelectric developments, high voltage terminal stations, and large-scale commercial/industrial building projects. Stephen gained unique experience facilitating and managing a ~$100M replacement hydroelectric project civil works contract. He has also prepared detailed witness statements and provided technical expertise as part of multiple arbitrations and claims procedures.
Since joining Revay in 2021, Stephen has specialized in evaluating Employer/Owner conduct as part of the project document review process for a major hydroelectric development and light rail project. Stephen has also provided contract administration support, technical expertise, and delay analysis to Owners and legal teams for marine infrastructure projects, solar farms, and institutional facilities.
In a previous role as package lead and package engineer on a major hydroelectric project, Stephen ensured that the various scopes of work were technically compliant and executed in accordance with the contractual requirements. Stephen also coordinated interfaces between the different contractors and ensured proper sequencing of engineering, procurement, and construction activities. Stephen has also gained significant experience facilitating and expediting engineering reviews by coordinating all comments received from the various stakeholders.
Stephen has private and public building project delivery experience as both an owner’s representative and general contractor. He has managed multi-disciplinary engineering teams in EPCM and owner’s engineer contractual arrangements. Additionally, he has demonstrated a proven ability to build working relationships and effectively chair meetings between all project stakeholders to facilitate decision support, project updates, and technical briefings.
